Ministry of Justice confirms prosecutors brought alcohol, food into interrogation

Minister of Justice Jung Sung-ho on the 17th ordered an inspection into allegations that prosecutors brought alcohol and outside food into an interrogation room during the investigation of the 2023 ‘SSANGBANGWOOL North Korea Remittance Case’ and provided special favors allowing SSANGBANGWOOL employees to illegally meet with former Chairman Kim Sung-tae. This decision followed a Ministry of Justice investigation team’s review, conducted since July, of facilities including Suwon Detention Center, which concluded the allegations were likely true.
The Ministry of Justice stated, “Following a fact-finding review into the allegation raised by former Vice Chairman Lee Hwa-young that there was a ‘salmon sushi and soju party,’ we confirmed circumstances where outside food and alcohol were indeed brought in.” It added, “On May 17, 2023, in the video recording room of Room 1313 at the Suwon District Prosecutors’ Office, it was confirmed that Prosecutor Park Sang-yong and accomplices, including Lee Hwa-young, former Chairman Kim Sung-tae, and former SSANGBANGWOOL Vice Chairman Bang Yong-cheol, had dinner consisting of salmon sushi rice bowls and salmon sushi rolls, drinking soju from paper cups.” The Ministry cited as evidence “statements from two detainees who heard about the drinking from former Vice Chairman Lee, testimony from a custody officer at the time, and court appearance logs.”
The Ministry further revealed, “Between January 17, 2023, and January 23, 2024, prosecutors summoned detained former Chairman Kim for questioning and confirmed that outside boxed meals and food he requested were repeatedly brought in. In the video recording room and the adjacent Room 1315, dubbed the ‘storage room,’ former Chairman Kim and former Vice Chairman Lee, among others, were allowed to meet and converse frequently.” It also stated, “An SSANGBANGWOOL employee was confirmed to have been stationed inside the investigation room, attending to former Chairman Kim,” adding, “We also identified that a current custody officer protested against Prosecutor Park’s inappropriate actions.” A Ministry of Justice official noted, “After being persuaded that ‘no responsibility would be pursued,’ several custody officers came forward with the facts.”
The Ministry views the case as involving multiple violations, including the possibility that SSANGBANGWOOL paid for the outside meals, preferential court appearances for investigations, and allowing improper contact between accomplices. It also suspects that the Suwon District Prosecutors’ Office may have falsely reported its investigation results in April last year regarding former Vice Chairman Lee’s allegation of being ‘enticed with alcohol.’
In response, Prosecutor Park issued a statement: “These allegations were proven false through the Suwon District Prosecutors’ Office’s full investigation of custody officers, a months-long police probe, and a Supreme Court ruling. The Ministry of Justice’s announcement can only be interpreted as an attempt to unduly influence the ongoing trial (of the illegal North Korea remittance case).” He added, “A few days ago, former Vice Chairman Lee’s attorney publicly stated in court that ‘the Ministry of Justice’s investigation results would be announced.’ If the attorney obtained the investigation results in advance from the Ministry of Justice, this constitutes a clear violation of official secrecy.”
The Supreme Prosecutors’ Office plans to begin its inspection once the Ministry of Justice’s investigation records are transferred. For retired prosecutors involved, it will consider criminal complaints.
