The Electoral Commission (EC) has received requests to revoke the nomination of the leader of the ruling National Resistance Movement (NRM) for the Mbarara District Woman MP position, Loydah Kyarikunda Twinomujuni, due to claims of dubious academic credentials.

The applicant, Ms. Hope Maurishia, who ran as an independent candidate in the same election, claims that she has contacted several government bodies, such as the National Council for Higher Education (NCHE) and Makerere University, regarding the disputed Diploma in Palliative Care awarded to Ms. Twinomujuni by Makerere University.

"The National Council for Higher Education has since replied to your letter, stating that the document submitted by Ms. Twinomujuni to this Commission was fake and therefore should be considered as such," the lawyers representing the petitioner, Ms. Maurishia, wrote to the EC on November 1.

Adding: "Having verified that Ms Twinomujuni does not hold a valid certificate issued by the National Council for Higher Education... the Commission ought to revoke and invalidate the nomination of Ms Twinomujuni from participating in the election for the position of Woman Member of Parliament for Mbarara District."

Concerning the Diploma in Palliative Care obtained by Ms. Twinomujuni from Makerere University, it has come under scrutiny since Prof. Venansius Baryamureebe, who is said to have signed it as Vice Chancellor, had not yet been appointed as VC of Makerere University when she graduated.

"Our client has been informed through credible sources that one of her opponents holds a Diploma in Palliative Care, which was awarded on October 5th, 2006, during the 52nd graduation ceremony at Freedom Square. However, it appears that the Vice Chancellor who signed the diploma was Prof Baryamureebe Venansius, who, according to online records, was appointed as Vice Chancellor in November 2009," the petitioner's lawyers stated in their letter to Makerere University.

This publication has also received a response from the NCHE, dated November 6, explaining that the letter dated October 12, which was said to be from them and cleared Ms. Twinomujuni as being qualified to run for the MP position, was fake.

"Please be aware that the letter dated October 12, 2021, which you provided, claiming it was from the National Council for Higher Education, is fake. Submitting a false or forged document is illegal under Ugandan law," wrote Prof. Mary Okwakol, Executive Director of UNEB.

In the purportedly forged letter attributed to the NCHE, dated October 12th, it was mentioned that after reviewing all original academic documents submitted for evaluation, they confirmed that Ms. Twinomujuni had the necessary qualifications comparable to an Advanced Level of Education and higher.

Electoral regulations stipulate that any individual seeking to run for the position of Member of Parliament must hold at least a Senior Six certificate or an equivalent qualification.

Ms. Twinomujuni, when reached on Thursday, briefly remarked, "We are involved in politics and that is entirely promotional."

The Electoral Commission is scheduled to review the petition submitted by Ms. Maurishia on Friday and assess its validity.

Mr. Paul Bukenya, the Deputy Spokesperson of the electoral commission, stated on Thursday that the Commission has received more than 70 petitions since the parliamentary nominations.

"I am not aware of the details of Ms. Maurishia's petition, but I know that the Commission has received more than 70 petitions due to parliamentary nomination disagreements, and the Commission is currently hearing some of them," Mr. Bukenya said during a phone interview.
