Several voters who have spoken with this reporter indicate that Rukaari's extensive history of dedication to the NRM and his role in Mbarara's progress provide him with an advantage compared to other candidates.
Mbarara City North, one of the most fiercely contested areas in western Uganda, is experiencing a tense political climate as the General Election approaches next year. Nine candidates are competing, comprising four party affiliated individuals and five independent runners. However, among locals, the discussion primarily revolves around a well-known figure, Robert Mwesigwa Rukaari, who is following Christopher Bakashaba, the candidate representing the NRM.
"Dr Rukaari is well-known to us. Even before he became our MP, he was already working for this region and the entire country as the NRM Chairman of the Entrepreneurs League. He created pathways for young people to gain access to opportunities and linked Mbarara with national initiatives. We have witnessed his capabilities," states Ahmed Ssembirige, the LC1 chairman of Biafra Cell in Kamukuzi Ward, Mbarara City North Division.
Numerous individuals who took part in the survey remember Rukaari's initiatives in advancing commerce and investment within the area.
Natukunda Grace Gaudens, a seller and inhabitant of Booma Cell states, “Long before politics, he supported us small-scale entrepreneurs. I recall the business fairs he used to hold at his mall. These provided us with an opportunity to present our goods and connect with customers.” She mentions that she wouldn’t have had the chance to engage with groups like the STANBIC Business Incubator without these kinds of events. “That’s the kind of leadership we are looking for, someone who uplifts individuals.”
Some voters showed hesitation regarding the party's decision.
"Bakashaba hails from Nyabushozi, where he was unsuccessful on two occasions. How can he now arrive in Mbarara and assert that he represents us? We require a leader who comprehends this city, its difficulties, and its residents — not someone seeking a political resurgence," stated Chris Baguma from Kamukuzi.
Rukaari, who has lost the NRM banner, is now running as an independent candidate, alleging discrepancies.
"He embodies the equilibrium this city requires. He upholds NRM principles while also hearing out all voices. In a rapidly expanding city like ours, we need an individual capable of bridging gaps and drawing in investors, rather than a politician shifting between different constituencies," says David Tumwesigye from Kakyeka.
Mbarara City North continues to be one of the most closely followed constituencies. However, currently, the sentiment on the ground indicates that voters are favoring familiarity, experience, and a demonstrated history of service, traits they believe are represented by Dr. Robert Mwesigwa Rukaari.
