Investigation into former Eswatini envoy over Shs1.3b land scam

Authorities have officially started looking into Mr. Quilino Bamwine, the former Ugandan honorary consul for Eswatini, previously known as Swaziland, regarding claims that he fraudulently acquired $372,000 (approximately Shs1.3b) through deceptive land transactions in Kampala.
Senior Police Detective Yona Kule, in a letter addressed to the Permanent Secretary at the Ministry of Foreign Affairs (MoFA), stated that Mr. Bamwine is alleged to have deceived Joel Kakira. He mentioned that the disputed deal concerned property located in Kololo and Naguru, both situated in Kampala.
Police summon Bamwine
"Mr. Bamwine Quilino is required to appear at the D/CID, Kampala Metropolitan, Room 75, Central Police Station Building, Kampala, on Thursday, October 30, at 10 a.m., to present his version of events," states part of Mr. Kule's letter dated October 21.
Mr. Vincent Bagiire, the Permanent Secretary at MoFA, acknowledged receiving Mr. Kule's letter. "...we sent the summons to the former honorary consul," Mr. Bagiire stated.
The appointment of Mr. Bamwine was canceled last month by the Eswatini ambassador and permanent representative to the African Union, Mr. Mahlaba Mamba, who mentioned "accusations including extortion, fraud, and an illegal land deal."
Mr. Mamba stated that Mr. Bamwine was accused of not responding to previous warnings and kept involved in supposed "unlawful activities" even after multiple actions taken by Ugandan officials.
Previously, Mr. Bagiire mentioned that they had received the complaints regarding Bamwine's behavior and recommended the accused victims to submit them via law enforcement agencies.
No diplomatic immunity
Mr. Bagiire mentioned that Mr. Bamwine is not a diplomat, but rather an individual appointed by the Eswatini government as an honorary consul, and therefore does not have diplomatic immunity.
"The principle is that no one is exempt from legal consequences within their own country. Therefore, honorary consuls can be arrested and face legal action if they break the law," stated Mr. Bagiire.
Mr. Mamba mentioned that government officials and private individuals had submitted "ongoing complaints" regarding Mr. Bamwine's conduct, prompting the embassy to have no choice but to report the alleged inappropriate behavior to the appropriate authorities, including Uganda's Ministry of Foreign Affairs.
Attempts to obtain a statement from Mr. Bamwine proved unsuccessful since his contact information could not be reached.
When asked if Mr. Bamwine had answered the summons, Police Spokesperson Kituuma Rusoke directed this reporter to KMP's deputy spokesperson, Luke Owoyesigire.
Upon being contacted yesterday, Mr Owoyesigire stated, "Contact CID headquarters; they are the ones managing the issue at the moment."
Attempts to obtain a statement from CID remained unsuccessful by the time the press went to print yesterday.
