Rumors were increasing thatLabourwould violate its stated commitment of not increasing taxes for working individuals.

However, the plan to raise income tax has been "rejected," as reported by the Financial Times, due to concerns about a significant reaction from MPs and the general population.

The Budget Responsibility Office was notified of the shift in stance on Wednesday, according to officials who spoke to the newspaper.

The choice will force the Chancellor to try to fill a void that could total as much as £30 billion.

A different source verified that the financial report had been revised after the initial group of measures proposed by Ms Reeves was submitted to the OBR – the UK's financial regulator – earlier this month.

Individuals who have been informed about the updated plans stated that Ms. Reeves will now need to depend on what has been referred to as a 'smorgasbord' strategy – raising various specifically-targeted taxes. These actions might involve a new betting tax and increased levies on high-value properties.

The visible adjustments follow the leadership turmoil that affected Sir Keir Starmer this week. Nevertheless, officials from Downing Street maintained that the two issues are unrelated.

Last night, Tory leader Kemi Badenoch commented on Ms Reeves' alleged change of heart regarding income tax, stating: "Good. (If it's true). Only the Conservatives have managed to stop Labour from implementing their tax-increasing proposals."

But a single retreat doesn't resolve a Budget based on unkept pledges. Reeves needs to ensure there are no new taxes on income, businesses, properties, or retirement savings – and she should take it further by eliminating stamp duty.

It arrived as economists cautioned that the number of thosepaying the 40p tax ratewill top 10 million if Rachel Reeves keeps the thresholds frozen once more.

Nearly one out of every five taxpayers will be required to pay 40 percent or more in taxes on their earnings if, as anticipated, the Chancellorextends the 'stealth tax, the Institute for Fiscal Studies stated.

Fiscal drag will result in a greater number of individuals working in middle-class roles, including senior nurses, police officers, and teachers, paying the higher tax rate.

For the first time since its implementation, every pensioner will be required to pay tax on their entire state pension income during the 2027-28 period, according to the think-tank.

More workers earning the minimum wage will now be required to pay taxes because of stagnant thresholds and significant increases in the minimum wage, it noted. It also stated that an ongoing freeze would result in more individuals qualifying for Universal Credit, a situation that is becoming increasingly costly for the benefits system.

Prolonging the cap freeze, introduced by Rishi Sunak in 2021, for an additional two years until April 2030 could generate £8.3 billion for her in that year, as stated by the research institute.

In addition to the £42 billion the policy is already projected to generate by 2027-28, which was when it was scheduled to conclude.

A decrease in thresholds when adjusted for inflation would result in individuals who pay income tax or National Insurance facing higher tax bills, and also lead to more taxpayers being pushed into higher tax rates.

Shadow Chancellor Sir Mel Stride stated: "The Labour party must demonstrate strength and manage expenditures, rather than continually taking from family incomes to conceal their economic shortcomings."

Thresholds are typically adjusted each year according to inflation, but income tax rates have remained unchanged since 2021.
