The Chief of Defence Staff of the Rwanda Defence Force (RDF), Gen Mubarakh Muganga, has urged African military academies to enhance their digital educational infrastructure and expand cross-border collaboration. Addressing the official closing of the 19th African Conference of Commandants (ACoC), which took place in Kigali from November 10 to 12, Muganga emphasized that the future of Africa's military education relies on innovation and teamwork. "The results from this conference, including the adopted guidelines, frameworks, and resolutions, should not just be kept on paper. They must be turned into real actions within our institutions," he stated. "Let us commit to implementing the agreed recommendations, investing in digital educational infrastructure, and enhancing our cooperation across borders." The event ended with Rwanda passing the ACoC Chairmanship to Tanzania for a one-year term. In his acceptance speech, Maj. Gen. Stephen Mnkande, Commandant of the Tanzania People’s Defence Force Command and Staff College, promised to maintain ACoC’s high standards and encourage knowledge sharing across member institutions during his time in charge. Reflecting on Rwanda’s term as ACoC Chair, Brig Gen Andrew Nyamvumba, Commandant of the RDF Command and Staff College, said the meeting reaffirmed Africa's shared commitment to advancing professional military education across the continent. "Our tenure was guided by a simple yet crucial objective, to strengthen the bonds of collaboration among our institutions and to promote the harmonization of our training and doctrines," Nyamvumba said. He mentioned that Rwanda's leadership focused on encouraging dialogue, exchanging best practices, and improving interoperability among African militaries to strengthen the African Standby Force. "While we are proud of the progress made, the work of ACoC is an ongoing relay, a race we run together, passing the baton to ensure momentum is never lost," he added. Nyamvumba expressed confidence in Tanzania's leadership, commending the country's experience and dedication to advancing military professionalism on the continent. "Tanzania brings a wealth of experience and a deep commitment to African military professionalism. We have no doubt that under their leadership, the ACoC Troika will continue to thrive, making new achievements and driving our collective agenda forward with vision and energy," he said. He reaffirmed Rwanda's full support for the new Chair, noting that the RDF Command and Staff College is ready to cooperate and contribute to the shared mission.
