Ruto Launches Four-Pronged Plan to Make Kenya a First-World Nation
President William Ruto has introduced a comprehensive four-part development plan focusing on a trained labor force, agriculture driven by irrigation, significant energy growth, and advanced transportation systems — paving the way for what he called Kenya's most ambitious effort so far to enter the category of developed nations.
Delivering his third State of the Nation Address to Parliament, Ruto stated that Kenya needs to move beyond the complacency that hindered previous progress, cautioning that while the Asian Tigers advanced their growth through discipline and long-term strategies, Kenya continues to be confined by "ordinary expectations." He claimed that countries like Japan and South Korea succeeded not due to unique advantages but through "leadership, discipline, strategic investment, and a firm rejection of mediocrity." He mentioned Japan's expansion from 2,000 kilometers of paved roads to over 1.1 million, and South Korea's ascent to a GDP per capita of more than US$36,000 compared to Kenya's US$2,200.
Ruto's primary focus is on developing a highly qualified workforce by enhancing research and innovation capacities. A newly established State Department for Science, Research and Innovation will promote the growth of STEM fields and enhance Kenya's innovation environment. He highlighted Safaricom and M-Pesa's international presence as proof that Kenyan companies can succeed globally. The President mentioned that the government will increase the national research fund from 0.8 percent to 2 percent of GDP, addressing an initial gap of KSh 180 billion, with a long-term aim of expanding the research fund to KSh 1 trillion within the next ten years. He also noted that the education budget has increased from KSh 490 billion in 2021 to more than KSh 700 billion, facilitating better infrastructure, additional teachers, and stronger universities and TVET institutions.
The second pillar focuses on an extensive water collection and irrigation initiative. Ruto unveiled plans to build at least 50 large dams, 200 medium and small dams, and thousands of small dams to irrigate 2.5 million acres over seven years, spanning areas such as Mandera, Isiolo, Machakos, Garissa, Kisumu, Laikipia, Embu, Turkana, Nyeri, Kilifi, Kiambu, and Bungoma. He stated that this approach would eliminate Kenya's dependence on unpredictable rainfall, unlock agricultural opportunities in dry regions, and support agro-industrial growth in SEZs, EPZs, and county industrial parks. Kenya currently spends over KSh 500 billion each year on food imports, he mentioned, emphasizing that irrigation is essential to reverse this pattern and turn the country into a net exporter.
Regarding energy, the third pillar, the President stated that Kenya's current power generation capacity—approximately 2,300MW—is inadequate to meet the nation's goals in manufacturing, agro-processing, digital services, e-mobility, and AI-based industries. He mentioned that the government plans to produce an extra 10,000MW within the next seven years through sources such as geothermal, solar, wind, hydro, and nuclear energy. This growth, he emphasized, is crucial for enabling a tech-driven future and establishing Kenya as a green industrial center.
The fourth pillar emphasizes upgrading transportation and logistics to strengthen Kenya's position as a global and regional hub. The Ministry of Roads and Transport has planned to dual 2,500 kilometers of highways and tarmac 28,000 kilometers over the next ten years. Ruto will unveil the dualing of the 170-kilometer Rironi-Naivasha-Nakuru-Mau Summit road next week, along with the Rironi-Maai Mahiu-Naivasha route. He mentioned that key corridors in Kiambu, Machakos, Kericho, Kisumu, Busia, Laikipia, Nanyuki, Meru, Mombasa, Lunga Lunga, Migori, and Isebania will also be expanded. The Standard Gauge Railway will be extended from Naivasha to Kisumu and eventually to Malaba starting in January 2026.
Ruto mentioned that public-private collaborations will aid in modernizing JKIA, along with the Mombasa and Lamu ports, in addition to initiatives aimed at overcoming difficulties encountered by Kenya Airways. He highlighted that effective transportation and logistics are crucial for national competitiveness, reducing business costs, and enhancing Kenya's position as the aviation and commercial hub of East and Central Africa.
