Supreme Court Suspends Corruption Trial of Ex-Deputy Minister Thelma Duncan Sawyer
The Liberian Supreme Court, via Justice Jamesetta Howard Wolokolie in Chambers, has issued a suspension on the legal process in the corruption case against former Deputy Minister of Foreign Affairs Thelma Duncan Sawyer. Sawyer is accused of several offenses, including money laundering, embezzlement, and abuse of official position.
Mrs. Sawyer was taken into custody and held at Monrovia Central Prison on November 7, 2025, marking her second time in jail related to this case. She is charged with diverting rice provided by the Kingdom of Saudi Arabia for those affected by a disaster.
In August, Sawyer faced charges together with former Minister of Foreign Affairs Dee-Maxwell Saah Kemayah, former Minister of Internal Affairs Varney Sirleaf, and former head of the National Disaster Management Agency Henry O. Williams, along with several other individuals.
The highest court's recent instruction requires Judge Ousman F. Feika from Criminal Court 'C' and Edwin Kla Martin, head of the Asset Recovery and Property Retrieval Task Force, to attend a meeting set for December 2, 2025.
The document states: "According to the instruction of Her Honor Jamesetta H. Wolokolie, Associate Justice who is presiding in Chambers, you are hereby summoned to a meeting with Her Honor on Tuesday, December 2, 2025, at 3:00 p.m., regarding the case mentioned above. In the interim, you are directed to halt all additional proceedings and/or activities in the matter until the conclusion of the meeting."
Prior to the Supreme Court's involvement, Criminal Court 'C' located at the Temple of Justice had granted a property valuation bond for 13 of the defendants on November 12, 2025. The bond was submitted by attorneys defending the accused, including former Chief of Protocol Finda Nora Bundoo, and was supported by land deeds provided as collateral.
The bond, created by Cllr. Garrison Doldeh Yealue, Fayiah Fallambu, and Tina Fallambu, includes properties situated in Silver Beach, Duazon near the Roberts International Airport highway in Margibi County; Gardnersville; and the Shoe Factory Community in Montserrado County. The documents were validated on June 22, 2008, and registered under Liberian regulations, with taxes settled up to October 3, 2025.
As per court documents, the terms of the bond protect the defendants from expenses and losses related to the current case and guarantee adherence to any court-issued final decision.
The individuals protected under the bond are Antoinette D. Anderson, Gayflor Y. Mulbah, Mohammed Toure, Johnson Sumo, Praise Farley, Joyce P. Sawyer, Philip Toe, Francis Blamo, Fayiah Fallambu, Benjamin Tarlo Lathrobe, Seth A. Torgbe, and Teahdeey A. Robertson.
On November 5, 2025, Judge Feika filed an indictment and arrest warrant for Bundoo, her daughter Anita Pamela Jallah, Francis T. Blamo, the Gracious Ride Manager, and others after an inquiry conducted by the Asset Recovery and Property Retrieval Task Force. According to reports, the investigation revealed a network of questionable property purchases and financial activities connected to the accused.
The charges, submitted by a Grand Jury from Montserrado County, allege that the defendants are guilty of money laundering, property theft, misuse of public funds, criminal conspiracy, forgery, and criminal assistance. The listed individuals are Bundoo, Jallah, Blamo, Emmanuel Kollie, Jimmy Emmanuel Flomo, Anthony Saytue, Philip Toe, Praise Farley, Edwin Kai, Joyce Sawyer, Susannah Nollen, Catherine Satia, Boyd Wah, Gertrude Daye, Jartu Tamba, and Comfort Saye. Other defendants include Thelma Fanta Kromah, Socrate Weah, Kokulo S. Dorbor, Gayflor Mulbah, Johnson Sumo, Rev. Fallo Fallah, Mohammed Toure, Sophie Petter, and several others mentioned in the court's document as "to be identified."
The arrest warrant reads: "You are ordered to detain the physical presence of the aforementioned defendants in the case mentioned above, who are accused of committing the crimes listed, as outlined in the indictment prepared by the properly selected, assembled, and sworn Grand Jury tasked with investigating matters on behalf of Montserrado County, Republic of Liberia. You are to promptly present them before this honorable court during its August Term A.D. 2025, to face the aforementioned charges."
The court also issued a warrant allowing law enforcement to search and seize items from several locations suspected to be owned by the defendants. These locations consist of various residential complexes and structures in Christopolis, Brewerville; Rehab and Paynesville; Caldwell Township; Perry Street, Monrovia; and Johnsonville.
The search warrant explicitly names multiple defendants, such as Bundoo, Blamo, Saah S. Johnson, Thelma Duncan Sawyer, Praise Farley, Comfort Saye, and Timmy Emmanuel Flomo. The document directs law enforcement to confiscate any items or records connected to the current corruption inquiry.
As per the court order, defendants Sawyer, Edmund Ponpon Jr., and Saah S. Johnson were detained early on Friday, November 7, 2025, and transported to Monrovia Central Prison pending the submission and acceptance of valid bail documents.
The case is among the most closely monitored corruption trials as part of the current administration's initiative for Asset Recovery and Property Retrieval, which has already led to the arrest and charging of multiple former senior government officials.
