"The minister of justice and the minister of energy are unable to continue in their roles," Zelensky stated in a video shared on social media.
Shortly after, both submitted their letters of resignation, stated Ukraine's Prime Minister Yulia Svyrydenko.
The controversy has caused strong reactions from Ukrainians, who are experiencing regular power and heating disruptions due to Russian attacks.
"It's revolting," Davyd, a 24-year-old video producer, said to AFP, choosing not to reveal his last name.
"They're ruining us, our reputation, and our future. We won't have a future if we have people like that," he stated, showing worry about how the scandal would affect Kyiv's key supporters in the EU.

Grynchuk took over as the energy minister during the summer, succeeding Galushchenko.
The Ukrainian parliament must officially accept both their resignations.
Anti-corruption investigators later stated they also detained an unidentified woman during the large-scale operation.
Olena Boikova, 57, a retired individual, expressed "outrage" and referred to those involved in the scheme as "internal enemies."
Instructing the ministers to resign, Zelensky stated that it was "completely unacceptable for there to still be certain (corruption) schemes within the energy sector" as Ukrainians face daily power cuts.
Russia has repeatedly targeted Ukraine's power infrastructure with nighttime drone and missile attacks, which Kyiv describes as callous actions aimed at plunging millions of Ukrainians into darkness and cold during the winter season.
Authorities claim the plan was organized by Timur Mindich, a former business partner of Zelensky.
Mindich shares ownership of the production firm Kvartal 95, which was established by Zelensky during his time as a renowned comedian prior to his political career.
Mindich left the country just before the accusations were made public on Monday, according to the state border service.
Zelensky has remained silent regarding Mindich's involvement in the scheme, although Prime Minister Svyrydenko stated she is applying individual sanctions against him and another businessman, Oleksandr Tsukerman.
Kvartal 95, the company behind Zelensky's "Servant of the People" television show, stated that the investigation had no connection to the studio's activities.
The controversy serves as a significant challenge for Zelensky, who is accused of consolidating authority and suppressing dissent following the Russian invasion.
This year, there was significant public and Brussels-based opposition to efforts aimed at undermining the autonomy of the two anti-corruption agencies handling this case.
