Heavy rains kill four, leave thousands displaced
Torrential rains that began sweeping across South Korea on July 16 have killed four people and displaced more than 4,500 residents, according to officials. The downpours have inundated roads, halted train services and damaged more than 500 facilities nationwide. Additional heavy rainfall is forecast through July 19, with some areas expected to receive as much as 300 millimeters.
The Ministry of the Interior and Safety said July 18 that the fatalities included one person in Gyeonggi Province and three in South Chungcheong. On July 16, a man in his 40s was killed when a retaining wall collapsed onto his vehicle in Osan, south of Seoul. In the early hours of July 17, two people died in Seosan after being trapped in submerged vehicles. Later that morning, one person drowned in the basement of a flooded building in Dangjin.
The rains have forced the evacuation of 5,192 people from 3,413 households across 13 provinces and cities. Of those, 4,531 people from 3,003 households have not yet been able to return home. The largest numbers of displaced residents are in South Chungcheong, South Gyeongsang and South Jeolla provinces. As of July 18, about 4,000 people from 2,863 households remained in temporary shelters.
Rail services have also been affected. While high-speed KTX trains continue to operate, many regular trains remain suspended. The Korea Railroad Corporation (KORAIL) has halted service on several major lines, including sections of the Gyeongbu, Gyeongjeon, Honam, Chungbuk, Jeolla, West Sea and Janghang lines.
Twelve roads across the country remain closed due to flooding, including 12 underpasses and 12 riverbank routes. Access to 570 hiking trails in 21 national parks, including Bukhansan and Jirisan, has been restricted. Ferry service has also been disrupted on two routes connecting Ulleungdo to Dokdo and Mukho.
Authorities have reported damage to 529 public and private facilities. More than 250 roads and 150 buildings have been inundated, with four roads washed out and one bridge collapsed. As of 11 p.m. on July 17, 45 power outages had been reported, affecting over 17,000 households. Electricity had not yet been restored to 2,622 homes.
Among the hardest-hit areas was Seosan, where 519.3 millimeters of rain fell between July 16 and early July 18. Other locations with high rainfall totals included Naju (445 mm), Gwangju (438.5 mm), Seocheon (408 mm), Damyang (397 mm), Sejong (390 mm), and Changnyeong (376 mm). Seoul received 151.4 mm of rain during that period, while Incheon recorded 126.8 mm.
Seosan also recorded the highest one-hour rainfall, with 114.9 mm falling in a single hour. Other one-hour maximums included 98 mm in Seocheon, 92 mm in Naju, 81.3 mm in Sunchang, 80 mm in southern Gwangju and 44 mm in Seoul’s Seongbuk District.
As of 7 a.m. July 18, heavy rain warnings remained in effect for the Seoul metropolitan area, central Chungcheong, and southern regions including Jeolla and Gyeongsang provinces. Some areas continued to experience brief lulls in rainfall, while others saw thunderstorms and wind gusts delivering 10 mm of rain per hour. From 6 a.m. to 7 a.m., rainfall totals included 10 mm in Yeoncheon, 9.8 mm in Paju and 8.5 mm in Pocheon.
The Korea Meteorological Administration warned that through July 19, much of the country could experience very strong rainfall at rates of 30 to 80 mm per hour, accompanied by thunder, lightning and gusty winds.
Forecasts project rainfall totals of 100 to 200 mm in Gwangju, South Jeolla, Busan, Ulsan and South Gyeongsang, with some areas expected to exceed 300 mm. Central regions, including Daejeon, Sejong and North and South Chungcheong, as well as Daegu and North Gyeongsang, may receive 50 to 150 mm, with localized areas seeing more than 200 mm. In Seoul, Incheon and Gyeonggi Province, an additional 30 to 100 mm is expected by the morning of July 20, with southern Gyeonggi possibly exceeding 150 mm.
