Abia Lawmaker's Unexplained Head Injury

The Abia State House of Assembly is facing a challenging dilemma in trying to escape an awkward incident concerning two of its members related to the alleged distribution of funds.Emmanuel Ugwu-Nwogoembodies the circular pattern of uncertainties that arises after each justification provided by the characters in the drama.

In a legislative body that typically shrouds its activities in secrecy, the Eighth Abia State House of Assembly experienced a significant upheaval when an embarrassing story and related image appeared online. The incident involved a violent confrontation between two lawmakers regarding the distribution of a financial gift. It was claimed that the gift had been provided by Governor Alex Otti as a token of gratitude for a legislative task completed by the House.

A financial distribution gathering held in Aba at the residence of Hon Fyne Ahuama, who is the representative for the Osisioma Ngwa South State Constituency,

could have gone unnoticed without drawing public attention, especially since only the ruling Labour Party caucus was involved. However, Hon Akachukwu Ucheonye, who represents Aba Central State Constituency, emerged with a bleeding head, thereby revealing the secret.

For nearly two months, the event that occurred in August 2025 remained concealed and hidden. Nevertheless, the secrecy was broken when someone who appeared to be concerned chose to disclose the details on an internet site.

A video showing him receiving medical care also came to light. Although the lawmakers were shocked by the revelation of the consequences of their secret dealings, the Abia opposition camp took advantage of the rather controversial event.

As per reports, the source of contention was an unspecified sum of money intended as a gesture of appreciation following a supplementary budget of N150 billion that was quickly approved in the final days of July. The method and process through which the Abia Assembly passed the supplementary budget were lacking. It was approved without any changes, and the rapidity with which the bill was enacted into law managed to avoid media coverage.

It occurred on August 15, 2025, when Governor Otti confirmed the existence of the additional funding during his regular press briefing. He briefly referred to it while updating on the development of his initiatives, stating that the Assembly had "already approved the supplementary budget".

He did not specify the amount in question nor explain why he requested an extra N150 billion just six months after the launch of the N750.3 billion Abia "Budget of sustained momentum" for 2025.

The additional funding request, backed by the Majority Leader, received praise from the legislators. They found it difficult to hide their eagerness to support the initiatives of the Abia state governor following the House Speaker, Rt Hon Emmanuel Emeruwa, presenting the accompanying letter from the Governor. He mentioned that the bill was intended for the services of the Abia Government for the period ending December 31, 2025, and for other associated matters.

To highlight the importance of the supplementary appropriation bill labeled HAB 33, Emeruwa committed to expediting its passage. When explaining the bill, the Majority Leader referred to it as "a simple bill" that requires no changes. He stressed that the backing of all House members was essential for its swift approval, considering the infrastructure projects led by Governor Otti throughout the state.

Having fulfilled its part of the agreement, it would not be surprising if Otti chose to honor tradition by thanking the lawmakers. The Majority Leader was reported to have asked for a larger amount due to his role in expediting the supplementary appropriation. However, the Aba central lawmaker disagreed, and during the ensuing argument, they used harmful objects to strike each other. An aide to a lawmaker, who observed the incident but preferred to remain anonymous, revealed that Hon Ucheonye initiated the conflict. Ucheonye reportedly became extremely angry after being reprimanded by his colleagues for sharing formulas and his overall financial activities that drew suspicion. He threw his drink at the Majority Leader, who, angered by the audacity of his colleague, retaliated in the same manner. Hon Okoro was said to have randomly smashed the object he was holding onto the head of Hon Ucheonye as a form of revenge.

Later, the lawmakers from Abia State traveled to London to calm down, unaware that no scandal had occurred back home. Nevertheless, another embarrassing situation was reportedly waiting for them in London, as it was claimed that the lawmakers openly argued over the N1 billion allocated for their overseas trip. Although the conflict abroad has not been confirmed, the Abia House has made weak attempts to deal with both the local and international incidents of misconduct.

As the controversy continued to escalate, the key figures involved in the alleged physical confrontation among lawmakers, Hon Ucheonye, released a statement, denying that he had been injured by his colleague. "There was no such event, and at no point did any kind of conflict — verbal or physical — take place between me and the Majority Leader," he stated. The denial failed to convince, and the leadership of the House of Assembly had to intervene on his behalf.

In a weak response, the Deputy Speaker of the House, Hon Augustine Okezie Meregini, reportedly refuted the occurrence of the two incidents, calling the reports "false and harmful." He also provided an explanation for the head injury of Hon Ucheonye, stating that the wound "was caused by his car door accident, which happened a long time ago."

"Let me be clear, no such event occurred. There was never any conflict, let alone a physical confrontation, between Hon. Uchenna Okoro, the Majority Leader from Arochukwu State Constituency, and Hon. Akachukwu Ucheonye, who represents Aba Central State Constituency. Both legislators maintain a respectful and professional relationship, collaborating to enhance legislative progress and the overall development of Abia State," the Deputy Speaker was reported as stating.

Chairman of the House Committee on Media and Publicity, Hon Meregini, stated that "Hon. Ucheonye has publicly refuted the rumor, stating he was never assaulted or injured by Hon. Okoro and that no conflict took place."

However, no one anticipated that the legislator with the injured head would openly acknowledge that it was caused by a confrontation with his colleague and the House's chief officer. He only needed to consider the consequences of tarnishing the House's reputation and subjecting it to public mockery, and thus made the prudent choice of denying the scandalous incident.

The Deputy Speaker also refuted the London incident, stating, "the assertion that Governor Alex Otti gave money to Labour Party legislators to approve a supplementary budget in August was a 'falsehood (intended) to harm the Governor's reputation and the credibility of the 8th Abia State House of Assembly."

He stated, "If these actions occurred in the past or in other places, they are not part of the new Abia — a government built on openness, responsibility, and proper management of public money." Meregini emphasized that "Governor Otti has never tried to financially influence the House of Assembly to approve a budget, and the Assembly does not get anything for carrying out its constitutional responsibilities."

However, the House spokesperson, who represents Umuahia East State Constituency, has struggled to present a convincing defense of the legislature regarding these scandals. According to checks and insider sources, the only error in the reports was the claim that a bottle was used to inflict the injury on Hon. Ucheonye. Instead, a glass of whisky that the Majority Leader was drinking from was used as the weapon.

Meregini's attempt to manage the fallout has only strengthened the perception that something unfavorable definitely occurred, and the House was not eager for it to come to light. He did not fully tackle the issues related to the London trip, did legislators receive N1 billion for the capacity-building overseas tour? Did the distribution method lead to open conflict in London, and was the foreign trip genuinely for capacity-building? The Deputy Speaker dismissed all of it as "completely false." He stated that "the Abia State House of Assembly had a very peaceful and focused stay in London, and the results were quite beneficial."

If the Abia Assembly believes the scandalous incidents have been resolved, the opposition holds a different view. The two leading opposition parties, the Peoples Democratic Party (PDP) and the All Progressives Congress (APC), are unwilling to let the issue be ignored. They have called for accountability, truth, and transparency from the Eighth Abia State House of Assembly.

A former Information Commissioner and leader of the PDP, Chief John Okiyi Kalu, stated in a release that Hon Ucheonye "openly lied to his voters and the people of Abia when he publicly asserted that he was not attacked and his head was not broken."

"He still has the scars from the incident that occurred in Aba in August 2025," Okiyi said, noting that it was the legislator who took the photos of his injured head.

The former Information Commissioner, who also held the position of Commissioner for Trade and Commerce, added that Hon Ucheonye had personally shared his images in a wounded state. He disputed the assertion that the images were created using AI. According to him, "it was actually Hon Ucheonye who took the photos, along with the video that was circulating, and sent them to Governor Alex Otti, who then passed them on to senior officials of the House, for reasons unknown."

Okiyi questioned the injured legislator about whether he had sent AI-created images to the Governor, stating, "accusing the Abia opposition of the pictures is an extension of the official policy of 'lie and blame the opposition' established by the Otti administration."

He intensified his call for Hon Ucheonye to step down after accusing him of deceiving his voters. "In my considered view, Honorable Ucheonye, who was expected to be the victim, should leave his position due to openly violating public trust and responsibility on several occasions."

"He incited the cowardly counter-attack and still lied about it to the public," Okiyi said.

He invited Ucheonye to "voluntarily present himself to chosen members of the Abia State chapter of the Nigerian Medical Association (NMA) and the media for a physical check-up." Okiyi also pledged his own credibility, urging Ucheonye to confess and cease the "disgraceful falsehoods," stating he would publicly admit his mistake and offer an apology to the legislator if proven incorrect.

Although there was a storm, the politician has not felt the necessity to appear for media or medical attention in order for the injury on his head to recover without leaving a mark.
