An increasing threat from human trafficking, violent extremism, and unauthorized migration among young people in Mandera County has led to the initiation of a new social behavior modification campaign by a cross-border resilience initiative.

The program seeks to rekindle optimism and encourage funding for local prospects for youth.

Worries have increased regarding human trafficking groups that take advantage of at-risk young people in the border regions of Kenya, Somalia, and Ethiopia.

These platforms attract teenagers and recent school graduates by offering opportunities for well-paying jobs in the Middle East, Europe, and the United States, but many eventually find themselves trafficked to Libya or Yemen.

Social media platforms like TikTok and WhatsApp have turned into places where young individuals facing joblessness and few income options are targeted. Families frequently pay large sums to get them back, while some never make it home again.

Amidst this situation, a new initiative has been introduced to address the escalating problem.

The BORESHA VIJANA Social Behavior Change Initiative is a component of the Building Opportunities for Resilience in the Horn of Africa (BORESHA-NABAD) project.

It is supported by the European Union, with additional funding from Danida, and carried out by the Danish Refugee Council (DRC) in collaboration with RACIDA, VOPA, and the Mandera Women for Peace and Development (MWFPD).

The campaign is being implemented by the Mandera County Government's Department of Gender, Youth and Social Services. It was introduced in Mandera Town, and the three-month program focuses on young people between the ages of 15 and 35, particularly recent graduates and secondary school students who are vulnerable to fraudulent recruitment groups.

It employs murals, artistic initiatives, youth-run podcasts, and social media content created by influencers to challenge misconceptions about migration, extremist ideas, and to advocate for options like sustainable farming, business ventures, technical training, and learning opportunities.

Yussuf Mohamed Abdullahi, the Chief of Party for BORESHA-NABAD, stated that the program aims to discourage young people from irregular migration, radicalization, and drug use. He mentioned that the campaign emphasizes local opportunities and achievements by youth-led initiatives.

Yussuf mentioned that the program utilizes SBCC strategies like billboards, school murals, social media initiatives, and a youth-driven online platform to encourage beneficial livelihoods. "This project also emphasizes creating chances and funding in farming, starting businesses, and joining courses that are relevant to the job market, such as graphic design, foreign exchange trading, anonymous content development, and other TVET programs, as routes to empowerment," he added.

Local influencers and young community groups are driving discussions both online and within their neighborhoods. "We are moving from raising awareness to taking action, connecting youth with opportunities for sustainable livelihoods. This initiative leverages creativity, narrative, and local approaches to show young people that possibilities are available right in their own communities," Yussuf stated.

Mohamed Ali Omar, the Mandera County Executive for Gender, Youth and Social Services, stated that the initiative represents a significant milestone. "Human trafficking is a security and socio-economic issue. We need to address it through both law enforcement and social innovation. Campaigns such as BORESHA VIJANA are assisting us in this effort," he mentioned.

"We are taking back our youth's future from the clutches of hopelessness. This initiative is not merely about halting migration, but rather, it aims to bring back optimism and dignity to Mandera's prospects," he further stated.

Young influencers are also taking the lead in narrative creation and guidance. "We were raised with the idea that success lies overseas, not here. Now we are recording genuine stories of achievement in Mandera. If others are succeeding here, so can we," said Ali Hassan.

Despite being initiated as a pilot project in Mandera County, the campaign focuses on young people throughout the Mandera Triangle, an area where Kenya, Somalia, and Ethiopia converge—regions dealing with comparable issues related to migration, joblessness, and instability.

Local officials state that Mandera is still one of the regions most impacted by human trafficking and extremist influences, fueled by financial struggles and weak border controls. Those carrying out the initiative hope the campaign will change views and draw long-term funding for youth programs throughout Kenya's frontier areas.
