Sudan Rejects 'Quad' Due to UAE Involvement

November 11, 2025 (PORT SUDAN) – Sudan's Foreign Minister Muhieldin Salim stated that the government "does not engage officially" with the "Quad" framework, noting that it "was not established through a decision from the Security Council or any international body."
Salim stated: "We work with our brothers in Egypt and Saudi Arabia, and with friends in the United States on a bilateral basis... and we collaborate with them, as was the case today in our coordination with Egypt and the United Nations."
The government of Sudan opposes the involvement of the United Arab Emirates in the Quad framework, which also consists of Egypt, Saudi Arabia, and the United States. It claims that Abu Dhabi is backing the Rapid Support Forces (RSF) in their conflict with the Sudanese military. Khartoum asserts that the UAE should not act as a mediator while it is escalating the fighting by aiding one of the parties.
The Sudanese minister's remarks about the Quad followed a tripartite meeting that took place in Port Sudan on Tuesday, involving Egyptian Foreign Minister Badr Abdelatty and UN Under-Secretary-General for Humanitarian Affairs Tom Fletcher.
The three-way conference centered on the importance of the global community meeting its humanitarian obligations in Sudan.
The discussions occur against the backdrop of a significant worsening of the humanitarian conditions in El Fasher, the capital of North Darfur, since the RSF seized control on October 26.
Accounts suggest that many people have been forced to leave their homes, with thousands reported to have experienced severe abuses. Meanwhile, global humanitarian groups are calling for access to provide assistance, but have not yet succeeded.
Salim mentioned that the discussions centered on "the circumstances that have emerged following the entry of the rebel militia into El Fasher city and the resulting mass displacement of citizens," employing the terminology the government uses for the RSF.
He mentioned that the meeting "explored thoroughly the humanitarian circumstances faced by the displaced in the regions of Al-Dabba and Tawila, along with the conditions of those surrounded in Babanusa, Kadugli, and Dilling."
The Minister of Foreign Affairs stated that "there was full consensus during the three-way meeting regarding the importance of the global community taking its duties seriously and exerting pressure on the rebel groups and the nations backing them."
Salim also mentioned that the meeting discussed what he referred to as the "file of mercenaries hired by the militia," urging that it be handled "in accordance with the provisions of international law," and emphasizing that what is occurring constitutes a "direct invasion."
