In her critical second report released yesterday, Lady Hallettdetermined that the initial lockdown, which began on March 23, 2020, 'could have been shorter or possibly avoided entirely' if measures had been implemented earlier — even as early as a week in advance.

She stated: "If a compulsory lockdown had been implemented on or right after 16 March 2020, models indicate that there would have been roughly 23,000 fewer fatalities in England during the first wave."

The number of deaths during this time "could have been lowered by 48 per cent," she stated.
