U.S. President Donald Trump stated on the 23rd that he is conducting negotiations with Iran and has reached agreements on “almost all points,” including Iran’s “abandonment of nuclear weapons.” Trump made these remarks before boarding his dedicated aircraft to Memphis, Tennessee, at West Palm Beach International Airport in Florida, where he met with reporters and said, “We have conducted very in-depth discussions” and “We are in the midst of the negotiation process.” However, Iran has claimed through its foreign ministry spokesperson and semi-official media that “there have been no negotiations or discussions with the U.S.,” so it remains to be seen whether an agreement will be reached. The outcome of the negotiations is expected to be a turning point in determining whether diplomatic resolution or escalation will occur.
Trump stated that his Middle East envoy, Steve Witkoff, his son-in-law Jared Kushner, and others conducted negotiations with Iran’s top officials until the day before, saying, “Those discussions proceeded perfectly.” He added, “We will likely hold consultations by phone today,” and “Iran wants to reach an agreement, and so do we.” Trump claimed that agreements have been reached on 15 issues, asserting, “They will not possess nuclear weapons,” and “That is the first point, and they have agreed to it.” Regarding the highly enriched uranium reportedly stockpiled by Iran, he said, “Once the agreement is finalized, we will go there directly and bring it back.” Trump stated, “I cannot guarantee it 100%, but if it happens, it will be the biggest deal of my life.”
Regarding the Strait of Hormuz, which has emerged as a turning point in military operations against Iran, Trump said it will soon be opened, leading to a decrease in oil prices. He suggested the possibility of joint management, saying, “It could be jointly controlled” and “Perhaps I and the Ayatollah (Iran’s supreme leader) can work together.” Earlier, on the 21st, Trump warned on his social media ‘Truth Social’ that if Iran does not open the Strait of Hormuz within 48 hours, he would “raze the power plants,” and Iran’s announcement of stronger retaliation heightened concerns of escalation. However, as Trump postponed the attack on power plants for five days and officially announced negotiations with Iran for the first time, there is a possibility that the situation with Iran could shift to a negotiation phase.
However, Trump stated that the counterpart the U.S. government is currently negotiating with is not Mojtaba, who was elected as the supreme leader after the death of Ayatollah Ali Khamenei. He said, “We have essentially removed the first, second, and third echelons of leadership,” and “The people we are dealing with now are very rational and respectable.” In this regard, Axios reported that the U.S. negotiation team held discussions with Mohammad Bagher Ghalibaf, the speaker of Iran’s parliament. Ghalibaf is known as a close associate of Mojtaba, having served as a general in the Islamic Revolutionary Guard Corps (IRGC) and mayor of the capital, Tehran. However, he dismissed this on X (formerly Twitter), stating, “There have been no negotiations with the U.S.,” and called it “fake news.” Trump also mentioned the case of Venezuela, where a temporary pro-U.S. government was established after the ousting of President Nicolás Maduro, saying, “(In Iran) we will probably be able to find such a person.”
At an event in Memphis, Tennessee, Trump said, “We have given them five days, and we will monitor the situation afterward,” and “I believe there is a very high possibility of reaching an agreement in the end.” Regarding Iran’s attitude, he said, “Because our military has performed admirably (in operations), they are serious this time.” Meanwhile, Vice President J D Vance reportedly discussed the situation regarding the start of negotiations and agreements for ending the war with Israeli Prime Minister Benjamin Netanyahu during a phone call. In a video message, Netanyahu said, “We will defend our core interests under any circumstances.” Military clashes between the U.S. and Iran continue. CENTCOM stated, “The U.S. military continues to strongly strike Iranian military targets using precision-guided weapons.”
